How to use ELECTRE for solving water resource management problems ?

ELECTRE is widely used to solve problems from water and energy management.This tutorial shows how to work with ELECTRE method such that the readers can use this method to solve water related decision making problems. ELECTRE  is an outranking method where options outranked each other and the best option remains.Here both concordance and discordance index was used to find the outranking criteria.
