The key to water sustainability is the reduction of the difference between available supply and actually delivered water. Distribution system losses contribute significantly to the water sustainability problem. A low uncertainty large meter calibration facility specifically configured with the goal of accurate/reliable water audits and the subsequent implementation of early low level leak detection by mass / standard volume balance is proposed. Section 1 of the proposal is an "Introduction: Briefing for Water Policy Makers, Environmental and Legal Background" for this rigorous fundamental approach to effective water distribution system management .
