  1. There is no renewable natural resources which can satisfy everybody to the last extent. This is true for water, air and light. Question is what is the rational limit of individual necessity and how to decide the limit and more importantly how to implement the limit?  Greed and desire cant be restrained by rule how it would be achieved? As it appears to me that it can be achieved by market in democratic developed countries, by penalizing laws in autocratic countries and for other countries like India may be by offering alternating benefits.
