Given the typical 20%+ water losses from municipal water distribution systems, one should and must address said problem before going to the extreme costs of water desalination. Sturm and Thornton point out in their 2007 treatise "Water Loss Control in North America: More Cost Efficient Than Consumer Side Conservation" that "Leakage recovery often stands as the best source for new water resources for systems facing water supply shortage."
Why put costly desalinated water into municipal water distribution systems that continue to leak?
While the world will probably eventually have to turn to desalination, one should address the problem of the loss of potable water.
