I would like to add, if I am allowed, to your comment on the difficulties to find appropriate beach ​wells. An intake from a well field is, in my opinion, way safer than a direct sea intake. And definitely more economical as some pre-treatment can be skipped (it's actually what the soil or rock natural attenuation does for you). Finding the optimum location in such a way that wells do not interact, they are within the owned lot, they do not clog, to prevent from seawater intrusion, etc. is a really difficult task. It depends not only on hydrogeology and chemistry, but also on surface boundary conditions (as you mention, even political). Yet, there is a well developed methodology to optimize the well location and pumping schemes. About sea water intrusion, it's not a problem if the pumping schemes are optimized and, for instance, some waste water from the municipality nearby is re-injected into the aquifer after treatment. I would love to share a paper on the optimization methodology but I don't see how to attach a file. Yet, the reference is: Alcolea, A., Renard, P., Mariethoz, G. and Bertone, F. (2009).
