Building a Sustainable Wastewater Inventory

The Northeast Ohio Regional Sewer District (NEORSD) provides progressive sewage and stormwater management for the City of Cleveland and all or portions of 61 suburban municipalities in four counties.

The district encourages innovation, fiscal responsibility, and community partnerships.

What did they do? NEORSD needed a reliable asset inventory with standardized terminology, data models, and asset labels. In 2013, it implemented a proactive Stormwater Management Program (SMP) to inspect and inventory 400 miles of stream assets. Crews used iOS devices loaded with ArcGISSM Online applications to access, report, and manage information related to stream channels, conduits, inlets, and outlets.

After syncing data to the cloud, quality-control checks ensured integrity. The completed inventory lives today as a dynamic, constantly updated operational inventory. Do I need this? NEORSD gained its first clear snapshot of stream assets with ArcGIS Online, ArcGIS® for Server, and mobile devices. It can more easily produce compliance reports and allocate inspection, maintenance, and capital improvement resources.

In the first 100 miles alone, crews captured more than 7,000 asset observations related to issues such as erosion and exposed utilities. NEORSD also builds faster project summaries by accessing real-time data. The success of the SMP has led to internal requests for tools to support other NEORSD initiatives.

“Developing a comprehensive inventory of stormwater assets would be a nearimpossible task without the benefit of the GIS tools we have through the ArcGIS platform.” Jeffrey Duke GIS Services Manager Northeast Ohio Regional Sewer District
