Rain water harvesting is important, In Australia it is a legal requirement to install rainwater tank for all new houses. Water is used for the garden, washing cloths and flushing toilets. In the rural communities for all domestic purposes. I can't remember the exact figure but one is only allowed to capture about 1/5 of runoff water, else the farms would capture all water with nothing going into the drainage systems.
