A majoroil spill from a petroleum pipeline has affected 60 km perimeterof surrounding farms and villages

and has contaminated the nearby river as well in Mexico. 200,000 people need an alternative supply of water. How should municipalities respond to such a crisis situation? What are the alternative solutions? Can the oil plume migration be arrested and isolated to a specific regionin the aquifer ?

That may be leakage of pipeline, leakage must immediently controll, If so time being clean water supply should be made from out side region by means of supply line or by transporting by vehicles. and ... deteriorated water to be pupmed from the ground...I mean to say pumping continue till oil replced from aquifer system and fresh water recharge system should be improved.... not work of overnight once aquifers spoiled. or any chemical solution is possible that I don't know which may suggest by chemical people.
