UN defines Improved drinking water source as one that by nature of its construction or through active intervention protected from outside contamination such as from contamination with fecal matter. This is far from safe water for drinking and WHO Guidelines for drinking water standards. In addition to this, number of developed countries have regulations which are less stringent then WHO Guidelines, and that is why it is always suggested to tourist to drink only bottled water. One of the first steps could be to oblige countries to adopt WHO Guidelines for drinking water standards during the next 10 years period (due to large investments needed) and to set it as one of the goals. The measurement of number of parameters as per WHO Guidelines which are achieved could be one of options.
