in Manila. the water companies are a duopoly. not really. there are 2 companies and they each have their own areas where they act like a monopoly. there is no competition. as a kid growing up in Manila, I used to drink water from the tap. now, people buy bottled water to cook and drink. the very poor would get water from busted pipes in drains. is service better than before? arguably, yes. is it well managed? leaky pipes and under funded sanitation at very high prices. the service is very far from neighboring Singapore, Taipei and Hong Kong. the families running them are the ones running the government. Ministers running the government are routinely recruited from the two companies. its not easy to complain much less regulate them.
