One area that would help manage this sort of limitation is additional real-time monitoring, both in terms of quantity and quality, and real-time operations. There are a host of things that could be done to improve this condition, including, the proper release of water from reservoirs, not just following an arbitrary rule, the proper quantity of water in the receiving stream to abate pollution, et al. That is not a solution for gross pollution of the country's water bodies, but once these basic issues are being addressed, it would help them to manage their resources better.
