The problem is the nexus of water/population, not drought or any one issue. A large part of the people problem is people want tropical landscaping in a desert. Then they complain water price increases are unfair. I ask, compared to what? The previous underpriced water structure of the last 75 yrs.? The imbalance of build out vs maintenance has made additional leaks excessive. Water is a human right, but is waste a right?, define waste, define right, and then you have the problem in that definition.
