This issue here is like the "tip of the iceberg" in a way. It seems that the population of people is growing everywhere. The curve of this population growth is in a vertical climb. Water is in a flat line, or some what flat. Desal brings "new" water to the table but temperature increase in climate allows the atmosphere to hold more water. So, that additional water held in the atmosphere subtracts from some of the fresh drinkable water. While floods may happen when the water does release from the air, this water can just do the opposite of supply new water, it can flood cities causing water loss! Ok, what to do? capture this rain everywhere possible, see the American Rainwater Catchment Systems Association, (ARCSA), they have a reference manual on design and installation of these systems. I urge all universities to offer courses and all cities to offer assistance in water harvesting as well as achieving storm water management/reduction.
