This text and the first 5 pages of the report make me curious about how climate change is implemented in this Water Index. It is not mentioned explicitly in the report (as far as I saw), although it is a key concept in future long-term resiliency. Moreover Amsterdam and Rotterdam are in the top three, but both are threatened to a certain extent by water level rise from the sea and more extreme river floods from the land.
