Well, would not that be related to the agreement on the Murray Darling Cap on Diversions, which applied to water taken from rivers and not to water harvested from the flood plains? Isn't there a similar finding for groundwater use? See "Striking the Balance Managing the Water Resources of the Murray-Darling Basin beyond the Year 2000".
