The impacts of the Ilisu dam

The construction of the Ilisu dam continues. 30,000 hectares of land will be inundated, 55,000 are being displaced, and world heritage sites will be submerged.
No environmental impact assessment (EIA) exists for this large project. Also Turkey's highest administrative court recognised the need for an EIA but the dam construction works have not stopped.
What is the tradeoff between energy production for Turkey and social fairness and environmental quality? Have the interests of all stakeholders been taken into consideration? Ultimately, will the losses be higher than the gains?
