It is widely distributed in China, Argentina, Europe, the United States, and Middle Asia and mainly occurs in arid and semiarid regions with severe water resource shortages and fragile ecological environments. Mineral resources such as oil, gas, and coal, however, are rich in these areas.  The article includes a glossary, definition, and introduction. Then describes loess and its distribution. For the Loess Plateau, water resources development, surface and ground water, and soil water are described.
