This is interesting but very high tech.  A young designer in South Africa devised a much simpler leak proof valve for toilet cisterns.  After flushing the cistern will fill again, and once full it cannot continue being filled until it is flushed again.  In this way if it is leaking it will empty the cistern only once.  When the next person comes to flush, it will first have to fill again (about 30 seconds depending on pressure), before it can flush.  However the user will know there is a leakage and notify the responsible person.  In another system the cistern remains empty after flushing, and when the next person flushes it first fills the tank and then automatically flushes - this takes about 15 seconds.  South Africa has the same concerns about wasted water which we cannot ignore any longer.
