1. Formation of FPOs (Farmer Producer Organisations) with the help of marginal and small farmers as in India (0.2-2ha) by bringing 20-25 farmer families with adjoining areas for better use of latest methodology and technology for production of items retaining the ownership of various assets but sharing it with the FPOs.
2. Introduction of River Basin Organisations (RBOs) to be operated by the States through which the river passes with the Chief Ministers heading the organisation by rotation. It will have two wings, (a) using the latest methodology and technology for getting higher production in quantity and price, compared to what is invested. The states depending on their requirements and WGSRP value can be used for bargaining for the use of water. (b) the members of this group will be selected from the Vidhan Sabha of each State for adopting the new system of production. The processing and transport etc. would be by a separate corporation, after paying for the product to the farmers through a computer buying process and then taking it away.
3. An Act under WGSRP (Water, Goods and Services – Regulation and Pricing Council), so as to ensure that all RBOs follow the same pattern all over India.
4. The Central Government or Judiciary should have no direct control for decisions made by each RBO at the Central Government Ministry of Jal Shakti which will suggest methods for export and import of products but only discuss the various different factors adopted by the RBOs.
