Big difference between use and abuse.  One ridiculous statement "fresh water is not unlimited". The other " Rainfall is not predictable". I know it is a long time since 8th grade earth science but try to remember. water is everywhere. We can grow massive deserts by ignoring nature, interrupt cyclical events, destroy soil fertility for profit.  We look at rainfall from mans need. Rain is to keep biodiversity and sustainability in the drivers seat of all evolutionary processes .
