In the first idea the term "privatisation" should be veru well defined. In Brazil there is a big confusion between privatisation, concessions and PPP's and the result is that projects with private participation are normally bombed by conservative sectors. In fact 90% of brazilian water supply and sanitation services are public and today we have only 40% of the wastewater treanted. The public sector do not have funds to invest and the operating efficience levels very low
