Whether it is New Delhi, Mumbai or any other Indian city large or small no municipality will pay attention to the problems you have highlighted especially since the colony is illegal. Even in legal colonies municipal workers do not work.  There is an apathy that we are getting our salaries so we will work as per our wish. The senior staff should hold the lower staff accountable and there is always a reason given showing some legal issues for not doing the work. What is required, is that the Municipal Commissioner be held responsible and accountable to the highest administrative authority of New Delhi.  But I must say, it is a very tough job that the lady councillor has. If she can get even 5-10% improvements made in the illegal colony kudos to her.
