What are the Psychological processes responsible for attitudinal change regarding WASH?

Dear Colleagues,
There is a great need for us to begin to trace the psychological processes (if possible) that are responsible for attitudinal change in view of the fact that the theme "WASH" is literally built around this. I have been researching on why there is always a relapse specifically in the case of communities triggered using the CLTS strategy to stop open defecation when follow-up is not consistent and even when it is consistent, after the community is declared ODF, they still revert to status quo with time. Is it that their new statuses are inconveniencing them? If we can find out why, then the answer can be used on a broader basis to make our programs/projects sustainable.
