What would you choose? Food or energy?

As we've seen in the last couple of posts, there are reports of droughts in many places across the world. More than ever, such situations force a reassessment of water allocation across various sectors and generate a fierce debate about change. Some of you may have read this report from Circle of Blue last week. Sharing it here, in case others haven't.
If you were the Prime Minister of Vietnam, what would you choose? I would feel compelled to choose food over energy because I think there can be other sources of energy. They might be more expensive in the short-term, but in the long run, I think it is possible to achieve economies of scale. What do you think? What would you choose and why?
