Lesser rainfall and water scarcity in India The water scarcity has started in some parts of India ( like Maharastra) and will aggravate in some other parts. The irrigation projects have caused water logging in parts of commanded areas of the irrigation projects, where there was no water logging before the project. In such cases stopping/ reducing canal water supply should be tried. The design of canals and delivery system in India should be realistic. While designing canal section realistic values of coefficient of friction ( also called as rugosity coefficient) should be taken. The water is provided by the canals at the beginning of a CHAK. Within the chak , the farmers are supposed to construct a field channel upto last field. But in practice, it does not happen and whatever water courses (field channels) are constructed, they are inefficient and cause heavy loss of water in the field channel. The field channels are generally not constructed upto last field, thus ban some farmers in the tail portion of field channel without water, even when sufficient water is available in the dam/ system to provide irrigation facilities to every farmer in the Culturable Commanded Area. I propose that the Ministry of Water Resources , Govt. of India and Central Water Commission must include the construction of field channels at govt. cost by the govt.This will ensure irrigation facility to every field in the CCA. Similarly structures constructed across the canals should be hydraulically efficient. The bridges are sometimes pipe type, which should be open culvert type. It sometime happens that the canal is able to pass design dischcharge in head portion, but unable to pass design discharge in middle and tail portion without excessive unaccounted head loss. This results in substantial loss of canal water.
