What should be the criteria to evaluate bilateral water treaties?

I read somewhere that the three most important are criteria are (i) shared responsibility to achieve a clear framework to provide accurate monitoring, ii) a stable but evolving mechanism of enforcement, and iii) the provision for specific water allocation which will address variations in the water flow and the changing needs of each country. These I agree with. I would also add a fourth criteria; to revisit the agreement every five years for necessary adjustments. If only marriage followed the same criteria!
