Many people and politicians want to somehow assure that "affordable" water is provided to all Floridians and businesses. Sounds good, doesn't it? In practice, however, it means rigging up a cumbersome and inefficient system of tax expenditures, government grants, and use preferences for businesses. Aside from basic supplies for individuals and families, this turns out to be a bad policy. Why?
