Given the following parameters, what is the best possible solution to remove the nitrate phoshorus? 2 hour retention time, cost effective, high removal efficiency, sustainable, nitrate levels: 1-500 mg/l and phosphorus levels: 1-10 mg/l, budget: $100-$400.

Algae may be an option. It is a "resource" being utilized in many places, as a way to treat final effluent for discharge. The biomass can be harvested, and digested anaerobically for Biogas, or even pelletized and dried, and used for burnable fuel.
