So basically it is a make work project for the universities with the end goal of....understanding.... that somehow the hundreds of similar studies have not addressed. It will do nothing to address climate change, merely to understand how it effects the flora of the region, which they can't change anyway....so basically useless information on that aspect. The end result will be the same as any other study...a 10 pound report that will collect dust on a shelf because it is already well understood that it is the lack of rainfall and snow pack that is having the greatest affect on the Colorado river, coupled with the excessive draw down by users along it's route and this report won't change any of that. Just saved you $20,000,000 there, but of course it doesn't provide the feel good scenario that..."something is being looked at in a study" ! I've never seen any positive impact of multi million dollar studies on river basins, other than to confirm what everyone is already knows! Cynical...Yes ... but also realistic!
