Not a bad idea where applicable. It isn't rocket science. Permeable pavements might make some sense in warm climates without freeze thaw cycles. We have plenty of potholes on impermeable pavements. Is there production of respirable carbon fibers from wear and tear? Asbestos and glass fibers do the same thing as the carbon fibers..
