Progressive Pricing System for Urban Water Prices
The Country's Top Economic Planner Requires all cities to implement a progressive pricing scheme for water prices based on total water use by the end of 2015. Analysts say it aims to encourage households to use water more efficiently.
In principle, the system will have three tiers. The first tier of water usage should cover 80 percent of families' average monthly water consumption, while the second tier should cover 95 percent. And based on such progressive pricing system, households have to pay more if they want to consume more water.
