This article makes me think of the Murray Darling Basin Authoruty Basin Plan. There is a mentions of a 'water resources allocation plan' (Basin Plan) and 'limiting amount of water taken from rivers each year' (Sustainable Diversion Limit in the MDBA basin plan). I wonder what other similarities are there between the two plans, and whether same issues were faced while elaborating them.
