The usual fix for excessive nutrient discharges is to set a discharge level for phosphates as they do in Sweden. The logic for this is that - if this requirement is met - then all of the others will be as well. However, having said that then reuse has to be a better solution for California as a whole. Whilst there will be some who argue for advanced treatment such as RO, it will generally be more cost effective to divert the discharge for agricultural use or do as they do in Mexico City - use the treated water for watering parks and gardens plus other non-potable applications.
