but who is going to look the maintenance part? Coca cola and these all private sector people put these facilities but their is no sustainable maintenance solution provided and that's what these project fails.

I agree. Nice idea, but unless the systems are very simple, with easily obtainable replacement parts; and can be maintained by a local person with a minimum of technical training, it is likely that after a relatively short time these systems will be non-functional.
