Does SA have sufficient water?

This is the question we need in my opinion to be asking and not stating that we may have a 17% deficit by 2030 if nothing is done as the water cycle is not static at all. The fact of the matter is that our water reserve was 98% allocated in 2017 although there is an argument from some quarters that this is from 2002. For the purpose of this article, I am using the WWF 2017 report as the source as it's generally accepted by most to be factual at the time.
