Drought-hit Cali looks to jumpstart projects

In light of one of the worst droughts in the state's history, California's governor, Jerry Brown, is looking to rejig a glacial procurement process for water projects - something he will have to work hard on in order to convince sceptical developers.
California has an array of wastewater and desalination projects under development, but projects get stuck and delayed due to the amount of approval needed from at least a half dozen federal state and local agencies.
A new requirement included in the governor's proclamation requires that agencies that have been pending for more than 90 days must report their status to the governor's office.
