Excellent and spot on regarding what is needed for better and more effective and sustainable water resources management. The only item I would add is making sure agriculture does their fair share and are fully cooperative to not over pump and over extract our groundwater and surface water resources considering agriculture is the biggest source of water use, inefficiency and waste by far. The drought here in CA and groundwater management act (GAMA) passed by Gov. Brown is definitely a great start to more sustainably manage our groundwater resources but implementing and enforcement with groundwater districts and so much resistance from farmers from government involvement when historically groundwater private wells were never regulated will be very challenging and difficult. It was long overdue for CA and having more consistent regulations for groundwater regulation state by state will make sustainable groundwater and water management in general a lot more effective.
