Presumably, the water used in place of Fresh water (TSE's) is then lost through evaporation, 280 million Gallons or 1,000,000 cu.m. per annum. Is this not the lesser of two evils? Would it not be better to aim for no water loss at all rather than losing water that is less than fresh?
