EU ruling needed on small-scale groundwater abstractions

The Flemish Council for Permit Disputes (RvVb) asked the European Court of Justice in August 2025 to rule on small-scale, permit-exempt groundwater abstractions. Should they be assessed for their effects on nearby nature reserves?
