We (Natural Seawater Desalination) can build for you an appropriate plant to feed all of your population and also cover your agricultural needs with no relevant problems as you are facing directly the Atlantic Ocean. Our process is not as expensive as Reverse Osmosis as we rely on Room Temperature Evaporation, which is very simply like drying clothes in open air, a very simple process, very effective, as the whole world is getting its potable water from this process. Low maintenance and operation costs. Probably you might try to progress instead of standing still.
