Once you try to fix such natural phenomena it only make to time dependend uncertainty. Slowly to become problem of indivituals with varrying shares. Rich country can afford it to a great extent at present. Developing or underdeveloped country can not. So they make it an annual aid distribtion ritual. BUT solution remain somewhere else!!!
