I have found microbial biodegrading of organic compounds and chelating of toxic substances into their elemental/nutritional form very cost effective and eliminates the need for additional chemicals to be added to the ballast for discharge into the fresh lake water. Cost is near $100 per ship per treatment. process can be done during trip before reaching point of off loading shipment. It appears the government created a regulation before reviewing current technology.
