Formation of IS Codes in Water Sector and Bureau of Indian Standard
Published on by Yogesh Agrawal, Director (retired), Minor irrigation schemes, Water Resources Department at Govt of Rajasthan in Government
The Bureau of Indian Standard is doing a very good work of standardization of investigation, design, construction and maintenance of water Resources Sector; the Water Resources Department and Central Water Commission are helping its efforts.
I request the Bureau of Indian Standard to invite the Indian Institutes of Technology, National Institutes of Technology and other eminent educational and experts to join its Technical Committees at least in correspondence, if they do not wish to attend meetings of Technical Committees.
It will help in preparing new standards in a big way and also to basic and thorough revision of old IS codes, some of which are even fifty years old.
Similarly, I also request IIT’s, NIT’s and other educational institutes and eminent experts to get involved in formation of new standards on new topics and revision of old IS standards, as with out their help, it will be very difficult to prepare new IS codes and to revise old IS codes timely and effectively.
I hope the concerned Ministers Mr Ram Vilas Paswan , Ms UMa Bharati, Central Water Commission (CWC) , Bureau of Indian Standards (BIS) and concerned Secretaries to these Govt. Departments will like to start this initiative, so that formation of new codes and revision of old codes can get momentum.
I also suggest to CWC, BIS for increasing water use efficiency from about 40 percent to 80 percent, by including design, construction and maintenance of water courses (field channels) in new irrigation projects as well as for old already constructed / under construction projects.
Similarly the area of high water consuming crops in irrigation projects and also for farmers using ground water be restricted, as area of OPIUM has been restricted by the Govt. of India. A National Policy approved by the Parliament may also be formed for solving inter- state water disputes amicably and impartially for solving water problems of the country.

Many organizations use ground water for the lawn or garden irrigation and fountain instead of using STP treated water, since they do not have STP.

Dutch people use water purified by three kidneys. Let us wait for such time when we do not get enough water in wells and rivers to force people to use STP treated water.

I could not find any concrete process to remove radioactive elements from water. The Bureau of Indian Standard must do an awareness regarding radiation from water.

Every organization has its own priorities. Pl write to BIS ( go to BIS web site) for codes on topics of your preferences.

This is really a great and correct move.
It is a must now, as water sector is expending and needing standardization. All the experts who have worked on the field should be invited to frame the same.
This will make the system most sustainable, useful and workable on the long run.

I appreciate your views. The work is so large that no single organization can do it. Mass movement has to be created by all experts to formulate new codes and amend old codes, some of which are as old as 50 years. The responsibility of river valley organizations , IIT's, NIT's , engineering colleges, individual experts is much more, which are using latest scientific knowledge.

The work of BIS is highly gigantic. Maximum number of people of India and abroad , must associate with BIS in formation and revision of Indian Standards.
