Harvard Seeks $20 Million Loan for Wastewater Treatment Plant Upgrades

Upgrades to the city of Harvard’s aging wastewater treatment plant are estimated to require a $20 million loan to be completed.

Modifications to the plant, which was constructed in 1942, will include upgrades to the headworks and intermediate pump station, replacement of primary sludge pumps and a new electrical distribution system.
The city moved forward with the project in January 2018 on the condition that it could gain approval of a low-interest loan from the Illinois Environmental Protection Agency.
The IEPA shared some recommendations regarding clarifiers – which remove solid materials from treated water – and recognized Harvard’s financial limitations in maintaining compliance in certain areas.
