My sincere opinion is, first of all we have to access the exact non-committed runoff from the particular basin where the CADA is proposed. Whereas, rest of the country are having the surface storage potential of 400 to 600 times of their rainfall whereas in India it is nearly 55 to 60 % only. considering this we have to make most suitable plan for conserve or harvest the runoff rainfall for better future. as you said we are very much need of re-looking into our polices and Strategy for better management
