Due to fewer rains in Pakistan and slow melting of hilltop ice in Northern areas and issues of Not building dams over our River Indus the flow in the river has dropped drastically including the groundwater levels. The consumers at tail end drastically affected to feed water for their crops and low-level discharge in the Arabian sea also destroying our fertile lands as Saltish water moving towards mainlands. Can any expert suggest a solution to our problems so that our Agriculture productions go up and tail enders get sufficient water fro Crops and drinking purposes.

I understand your situation. Here are a few efficient and inexpensive ways to resolve your situation. Mountains have a unique feature. rain/snow falls on the top and slowly goes down. Fresh water retention is your goal. So use natural dams of nature to enhance long term storage and sustainability. e.g. natural indentations in rock formations are many and can be hollowed out to make larger by design. Design your system to connect a few hundred/thousand of these ponds gravity flow to specific areas. To accelerate water/rain production collect all trash from all industries, grind, add a microbial balance, make compost, use this for agriculture. Suggest creating farm land as close to the new found water retention ponds when elevation and temperature allows.
An organized plan WILL turn your deserts into ag land or later forests within 5 years. While this is proceeding learn how to decentralize water collection and use at the residential level. Composting at home is great for everyone. Home grown food is best and security for the family. Elimination of waste collection and treatment facilities is a fantastic start to reversing the damage done to the environment building infrastructure. Nature always works. Man not so much.
