Good question, but the wrong premise for improvement!  It IS necessary to improve the permit flow process in the industry, but that is reacting to a rule, NOT improving the 'rule' or its administration!  Take a look at the success of the EPA LMOP Program in bringing industry, academia AND government together to improve the goals and process as well as the regulations in landfill remediation and value creation.  Go to the SOURCE!  Government's legitimate role is the welfare of the public (not always done, either).  Thus, they do need to make regulations for public usage and utilities that protect the public.  BUT, they also have a role (sometimes they have created it) in promoting more sustainable and enviromentally-friendly activities and goals.  Get THEM "on board" with what "sustainability" means, and how that should affect both regulations and the regulatory process, and getting the appropriate overview and permits will become much more standardized and beneficial to all parties.  Get ALL stakeholders involved in the process, from the local communities through governments, picking up academic research and industrial realities along the way.
