Real issue is too much dominance of so called experts/ burocrates/ politicians in framing such science based policies....in case of NWP, like other issues of groundwater management, the personal using water starts to dictate experts advice to scientist / engineers. Water can not be produced/ imported..whatever natural resources we have, it should be estimated scientifically periodically/ annual basis at local / region level, prioritise use, and formulate data based socio-economic tarrif based pricing - considering water as essetial commodity -and ensure the implementation of management policies . Real dream in present scenario..till then periodically new version of NWP will come as per routines..
