I do understand there is a lot of profit in this industry. Sell the oil, buy the detergents, hire the workers and machines, transport all materials to the site, create a domino effect of earthquakes for local and federal agencies to clean up, not to mention the contamination of drinking water.  If all you want is the oil try using microbial mining. Microbes separate the oil from the rocks, it pools up, easy to pump up. There is no mess to clean up. Just return the site to sustainable condition.   Makes it cost effective to go back to older wells and get more out.
