Excellent article. Strategic water planning and watershed management  are extremely important but industry and municipalities pay no heed to it. The cape town municipality underspent millions of Rand budgeted for maintenance and repair of aging infrastruture. Apparently last year they said they did not need all the money available to them even though the rainfall has been declining quite obviously over the year in the entire region. The inclusion of water need  in risk assessments and planning as well as the costs associated with it is not factored in. My advice have been falling on dead ears for years.
